Plum civil service jobs~

This blogs "favourite" group of civil servants - the municipal manager - are back in the news. This time it's a hit parade of who's earning the big bucks :

 

"The municipal manager of eThekwini in KwaZulu-Natal received a package of R1,091-million in the 2004/05 financial year, while elsewhere in the province his counterpart in Msunduzi (Pietermaritzburg) earned R1,031-million. The municipal manager of the Ehlanzeni district municipality in Mpumalanga received a package of R1,203-million, and that of the Kaapse Wynland district municipality in the Western Cape R1,018-million.

Mbeki earned R1 056 453 in the past financial year."

 

Yes, you read it correctly, these guys are earning more than the Prez. Thought I'd learn a bit more about the Ehlazeni district monicipality which (based on the money the municipal manager receives) must be a real area of prosperity and industry! Well, not quite but it does appear its on the mend...but would you want your manager to receive R1.2m?

I would be interested to see a corresponding analysis based on how much municipal managers get as a percentage of the total budget of the municipality. This would be a small percentage in the case of the UniCities and larger towns, but in other areas it is very significant, often greater than 50%. Who is it that gives these men the power to command even greater salaries than that earned their mayors? (on the transparently declared part of their total income)

Why is it that men like Durban's Mike Sutcliffe have more say in the running of the city than it's democratically elected mayor? Why is it that the managers are all ex-politicians? (on the face of it) Why is it that these otherwise ardent socialists will espouse free market principles when it comes to justifying their own salaries on a competitive market?

A delivery starved nation wants to know!

I was thinking the EXACT same thing Pete (about the salaries vs. total budget issue). I tried to find some information on the Net to post here, but didn't manage to find anything. Will keep trying.
